The new covenant is governed by the Spirit, while the old covenant was governed by the letter of the law.

Jeremiah 31:31: "Time is coming," says the Lord, "when I will make a new covenant with the community of Israel and the community of Judah." This verse is quoted in Hebrews 8:8-12 to show that the new covenant established by Jesus Christ was prophesied by the prophet Jeremiah.
