23. and afterwards he shall understand his sin: he shall offer an immaculate he-goat from among the goats, as a sacrifice to the Lord.

This verse refers to the role of Jesus Christ as the Perfect High Priest, who made the definitive sacrifice for the sins of humanity, making the regular sacrifices described in Leviticus 4 unnecessary.
