3. And it shall be, [that] the city [which is] next unto the slain man, even the elders of that city shall take an heifer, which hath not been wrought with, [and] which hath not drawn in the yoke;

Deuteronomy 21 deals with legal and social issues related to crimes, death, marriage and inheritance. Leviticus 24:17-18: "He who kills any man will surely be killed. And he who kills an animal shall restore; but he who kills a man will be killed."
