1. And when the tumult of men that were about the council was ceased, Holofernes the chief captain of the army of Assur said unto Achior and all the Moabites before all the company of other nations,

Judite 6 reports the meeting of the rulers of neighboring cities to Israel to discuss the war that was taking place. They decided to unite their strength to attack Israel, but first summoned the leader of the Israelites, Uzziah, to convince him to surrender.
