22. At his right hand was the divination for Jerusalem, to appoint captains, to open the mouth in the slaughter, to lift up the voice with shouting, to appoint [battering] rams against the gates, to cast a mount, [and] to build a fort.

Jeremiah 23:24: "Will anyone hide in hiding places, so that I do not see him? In this verse, God talks about His omnipresence and how He sees everything. In Ezekiel chapter 21, God is observing the situation in Jerusalem and planning his action as the omnipresent and omniscient god.
