Joel, 1

19. To thee, 0 Lord, will I cry: because fire hath devoured the beautiful places of the wilderness, and the flame hath burnt all the trees of the country.

Chapter 1 of Joel's book begins with a description of a pest of grasshoppers who devastated the land of Judah, causing hunger and misery to the people. This psalm talks about how God can transform a fertile earth into an arid desert because of the wickedness of the people. This idea is similar to what Joel described about the grasshopper plague that devastated the land of Judah.
