10. And now ye purpose to keep under the children of Judah and Jerusalem for bondmen and bondwomen unto you: [but are there] not with you, even with you, sins against the LORD your God?

Hosea 8:7: "For they have sown winds, and will searches storm; This verse talks about how those who plant seeds of evil will harvest the storm. Ahaz planted seeds of idolatry and alliances with pagan nations, and this resulted in torment to his people.
