Deuteronomy, 21

4. And they shall lead it into a rough and stony valley, one which has never been tilled or sown. And in that place, they shall cut the neck of the calf.

Leviticus 24:17-18: "He who kills any man will surely be killed. And he who kills an animal shall restore; but he who kills a man will be killed."
