21. I testify before God and Christ Jesus and the elect Angels, that you should observe these things without prejudgment, doing nothing which shows favoritism to either side.

" Paul talks here about the importance of the blameless conduct of Christians in the face of a corrupted world, which is relevant to the discussion of the conduct of leaders in the Church in 1 Timothy 5.
