21. But choose among the people, capable, God-fearing men, men of truth who hate a bribe, and appoint them as leaders for groups of a thousand, a hundred, fifty and ten.

Exodus 18 describes the visit of Jetro, father -in -law of Moses, to the camp of Israel in the desert. Deuteronomy 1:9-13: "In those days, I said to you, 'I cannot carry all these people alone; I cannot take them alone. (...) So choose wise, intelligent and experienced men of each From your tribes, and I will put them as leaders about you.
