18. He who flees at the sound of the terror shall fall into the pit; and he who climbs out of the pit shall be caught in the snare. For the windows of heaven are opened, and the foundations of the earth tremble.

" This verse talks about the glory that God will receive when bringing judgment on the earth and punishing the wicked.

Isaiah 26:21 - "For behold, the Lord will leave his place to punish the residents of the earth because of his iniquity; and the earth will discover his blood, and will no longer cover his dead." This verse talks about how God will come out of his place to punish the residents of the earth because of his iniquity.
