31. And the Lord said to me: Behold I have begun to deliver unto thee Sehon and his land, begin to possess it.

Deuteronomy 2:19 - "And you have not contained with them, nor with Moab; you did not fight them, there was nor battle." Moses reminds the Israelites that they should not fight the Moabites, for God gave them that earth as inheritance.
